Josie Badger is a renowned disability rights advocate and co-director at the national RAISE Center. Born with a rare form of the genetic disorder muscular dystrophy, Badger has overcome numerous challenges to make a significant impact on the disability rights movement. Her tireless efforts in advocating for the rights of those with disabilities have solidified her status as a prominent figure in society.
Education has always been a key aspect of Badger’s life. At the age of 12, she co-founded a community service club aimed at training service dogs for individuals with disabilities. This early experience fostered her passion for making a difference in the lives of others. Badger went on to earn her degree in Disability Law and Advocacy from Geneva College in 2007. Continuing her academic pursuits, she obtained a graduate degree in Rehabilitation Counseling from the University of Pittsburgh. Her thirst for knowledge did not stop there, as she later pursued a doctorate in Healthcare Ethics at Duquesne University in 2014.
Badger’s advocacy work spans across various platforms. She played a vital role in the launch of Launching Into Adulthood: An Integrated Response to Support Transition of Youth With Chronic Health Conditions and Disabilities, a project initiated by the Centers for Disease Control and Prevention. Badger also co-founded the Pennsylvania Youth Leadership Network and the Children’s Hospital Advisory Network for Guidance and Empowerment. Her leadership skills were acknowledged, and she served as both president and vice-president of these organizations. Moreover, she held similar positions in the National Youth Leadership Network.
Throughout her career, Badger has received recognition for her tremendous efforts in advocating for people with disabilities. As an active member of the Pittsburgh disability rights community, she has influenced positive change and has been a consistent voice for inclusion and equality. Her dedication to improving the lives of individuals with disabilities is evident in her work as the Youth Director at The Parent Education & Advocacy Leadership Center and as co-director of the national Rehabilitation Services Administration Parent Training and Information Center technical assistance center.

She delivered a powerful TEDxPittsburgh talk titled Exceptional by Choice, where she shared her personal journey and emphasized the importance of embracing individual differences. Badger’s impact extends beyond her advocacy work. She filed a lawsuit against Preit Associates, LP in 2017, citing a violation of the Americans with Disabilities Act.
